The United States government's Environmental Protection Agency established its Energy Star labeling program to help people select the most energy-efficient appliances and equipment. A SEER rating is based on the cooling output divided by the power input of an air conditioning system. The higher the SEER rating, the more efficient the equipment will be. The government gives Energy Star labels only to equipment that has a SEER rating of 13 and higher. However, beginning in 2015, the government rating will be increased to a SEER rating minimum of 14.
